Appraisal of Baseline Date for Outcome Monitoring 2006-07

One of the requirements of the Tir-Gofal agri-environment programme is the establishment of mechanisms to measure the overall effectiveness of the scheme. Considerable difficulties have been encountered in measuring the impact of the scheme (outcomes) on the historic environment.

This scoping study appraised the threat-related assessments undertaken by the four Welsh Archaeological Trusts over the past 15 years. In particular it assessed which projects have potential in providing a means of measuring changes in the condition of field monuments over an extended period of time. The study established the type of data collected for each assessment - written descriptions, condition of site, vegetation cover and photographs, and the usefulness of each assessment for monitoring change to the historic environment.
